Strange pixelation in Character Creation

PC/NA. Randomly appears or disappears when I change race, skin color or switch to Novice Gear/Champion Gear/No gear.

I'm getting this too. In game everything seems fine but in character creation its rather bad. It started out rather slight but its pretty bad now. It was just around the neck, now its the whole face and half the body as well.
