Slow, untrained horse is a big part of a new toon. We've all been there, it should encourage you to move cautiously, stay in a group and/or slot Rapids. Rapids is unlocked as soon as you complete the intro quest, it's a super easy solution to your complaint. And Zenimax welcomes you to visit the Crown Store to level your mount speed in seconds.
Why should it be in from the beginning? I don't get why everyone expects everything from the beginning. it needs leveling like everything else in the game, and it takes seconds to do!
It couldn't be easier to upgrade your mount in Cyro, a port back to base each day for the upgrade. Two months and you have topped out - it will take that long to level skills and abilities and learn the game. Slow mounts never killed anyone, sure they maybe turn the tide of battle but the L10's you are talking about are unlikely to make a huge difference.
Or for a couple of quid you can upgrade via Crown store, if you are an instant gratification type.

Sure you can use the alliance war skill to get a little quicker but lets be honest... thats a joke!
That's why I'd like to present one small alteration to the skill Rapid Maneuver (and Morphs)
"While in Cyrodiil activating this skill will give your horse maximum speed."
Or we just make all mounts have 60 speed upgrades while (and only while) in Cyrodiil!
