Archer/Sniper is a common bow-build. Not saying it's an interesting or entertaining playstyle, but people DO sit on rocks and spam snipe all day.

I sometimes use endless hail in PVP when its zergy.. and why not? I'm a melee stamsorc relying on redguard and heavy armour passives for stam recovery. Bow is on my buff-bar just for ranged attacks to safely build ulti. I have one space for a bow ability - and don't have any ranged stam-regen so can't spam bow abilities - so yeah, when it's too zergy to close in, I'll drop the odd endless hail in a chokepoint for the chance to proc a disintegrate.
Small-scale it gets swapped out for poison injection, ofc.

You can weave LA/MA+Posion injection while Snipe is on the air and hit with 3 things at the same instant. I can take 30k hp tanks with a single bow combo, bow don't need any buff of changes, is already really strong.

If you need a instant cast spammable ranged stamina skill, one is already present in the Fighter's Guild line.
Bow is in a pretty darn good spot IMO. It offers the ability to do a physical damage build or a poison damage build, and has nice passives for PVP. It's also a great back bar for any other weapon because of poison injection alone. It offers good mobility and anti-melee tools. Full on bow-bow builds are viable in PVP, though maybe not optimal compared to a melee weapon back bar and you'll probably need venom arrow to compete with ranged magicka builds.
Hail can be quite useful as an area denial tool when stacked on top of your caltrops - the damage actually becomes threatening compared to caltrops alone. I find myself using it often when solo camping bridge towers because I can make the stairs extremely uninviting to those coming after me.

Then you don't play an archer?
I don't understand the problem here. Similar to how if I don't want to play a tanky character and be a dps, I don't play 1h+shield, or I don't use a resto staff if I don't want to heal.
