Enchant for Reduced potion cooldown doesnt work. Broken or Bugged?

I tested this last night on ps4 with no enchants and the cool down was 45 seconds on VR1 gear (No enchants were on at this point). I put two enchants on VR1 gear and used a level 39 potion and it was still 45 seconds. Is it broken or is there a trick to it?
The effect says "•Effect: Reduce the cool down of potions below this item’s level by 5 seconds"
Whats wrong here? I can provide a video if needed for proof.
The only reason I tested this is because I made an Argonian to see how effective running three enchants with Reduced potion cool down so I could pop a potion every 30 seconds.

Paraflex✭✭✭✭I agree they are not a bad race but they need to fix these glyphs as they would really increase the power of an Argonian. Why even have it in the game if its busted?
My next issue is how they wrote the language for the healing passive at first glance it seemed like it was increased healing not healing received which is a main reason I made this race to try out the healing potential.
Frustrating that one mechanic I wanted for potions doesn't work and what seemed like increase healing is actually healing received.

In hist argonians change from healing received to healing done, and boost of resources when a potion is used buff. They're looking decent in the next dlc0 -

✭✭✭✭✭It's been this way since I started, somewhere around 1.4 or 1.5.
So broken for over a year, no mentions in Pts or notes.
Honestly I think with poisons, sets like alchemist, argonian passives, etc... they want this glyph gone, argonian alchemist with 100% up time on sets and passives and immovable potion.
I think they are trying to sweep this glyph under the rug.0
