Cannot complete the nobles district quest because the enemies never spawn at the north door

    Finally decided to do this quest today, and it is still bugged :/. I thought this was something that they were meaning to fix a patch or two ago?

    Found out how to get past the bug, could not do it in TF or Had, but if you go to Azuras you can complete the quest.
