Nope the different weapons are meant to have just that a different feel. Want a gap closer you have 2 hand or sword and board. Want more damage go dual wield. Want range go now.
Why have everything that can do everything.
Dual wield bow works on stamblade and stam sorc.
Edited: forgot silver leash from fighters guild can act as a gap closer. Not the best but it's there to use if you so desperately want a gap closer on dual wield bow for dk or stamplar.
Stam sorc has bolt escape. Magicka gap closer and stun if you morph it to streak. Yeah you can't endless gap close but isn't that the point. Who wants to gapclose someone across the entire map.
Edited: forgot to add bolt escape will give you 2% more weapon damage and add to your disintegration passive.
it can be used as a gap closer. Think of it as hard mode you have choose your direction instead of blindly mashing a button to find a player.
I'll admit I haven't used it thoroughly. Fair enough then sorcs would be better off slotting a real gap closer so 2h or sword and board.

I understand that gap closer being added to dual wield is being discussed but my thinking is that the reason it hasn't been added and probably won't is to give weapon types a different feel.
