Perma Stun bug/exploit

I have reported this multiple times, reported people doing it. Have seen people do it in streams. Its been a month now and these people are getting free kills some even bragging about it on stream.
*If you heavy attack and throw a javelin at a person they wont be able to get up. Its a perma stun. I'm pretty sure you dont even need to hit the person with the heavy attack.*
A certain grand overlord stamina Templar does this *** all day. I guess these kind of exploits are ok, but keep jumping isn't?

if streamers do it it must be legit, streamers are special snowflakes and wont get in trouble. i remember a few streamers abusing a overload exploit to permagain buffs..... it was announced as an exploit, and reports of said streamers were sent in WITH video proof, and nothing was ever done. the only time they stopped using it was when the bug was finally fixed a year later.

Then there was the print screen button to make your sorc bolt escape in a straight line no matter the elevation that essentially allowed you to fly, and video proof of streamers were sent in of them doing it and they never got in trouble lol

is that always the case? who knows, but from my experience, and others who have reported these things with proof as well, it seems they dont. so dont expect much

@OGLezard Yup sent video proof of streamer doing it and bragging about it. Nothing not even a 3 day ban or a warning seeing as he is still doing it.

as someone once mentioned in another thread:

Streamers get viewere, viewers are potential first time eso purchasers, first time purchasers are potential sub/crown buyers, zos loves money. Streamers cant be touched cuz it cuts profits POTENTIALLY.

Also it might be just snare stacking cause that's a thing .... Yea
