Since I don't have PTS, I went and gave it a try to see if max magic vs healing done. Results were interesting I suppose
No Altmer Passive (7% max magic for 2 points allocated)
Trait: Powered (6% Healing Done for purple quality)
Spell: Rushed Ceremony
Non Critical: 5223
Critical: 7834
Yes Altmer Passive (7% max magic for 2 points allocated)

HUH, well I'll be dammed, it seems even with 1% less, healing done does more than max magic. So now I'll ask you again, do you prefer 7% max magic or 9% healing done.

The Argonian healing nerf is completely unjustified and just ruined the racial buff you gave it.
It is now weaker than both Bretons and Altmers in terms of the healing it does, the sustain it has too.
Why not make it Stam regen? Would that really be game-breaking?

- Changed the sort order of collectibles to prioritize collectibles that your current character can use over ones they cannot. This will be most evident in Appearance sub-categories.

I also understand that people like making health regen builds (which honestly seem useless to me, you can stay alive yay! But you can't kill and being a tank in PVP is pointless with taunt not forcing players to attack you. And in PVE why regen? You can either go magicka tank and self heal forever or bring a healer on your team and be done with it!)
Please don't get me wrong I get "fun, niche builds" I have been maining a Nord Stamina DK Heavy Armor DPS since Beta I GET the appeal of going against the grain and doing your own thing I have taken a ton of flak from elitist jerks because of my set up, yeah I can't pull 30k+ DPs but I can pull 15k-20k single target which is more then enough for me.
So please trust me when I say I'm not trying to attack all you health regen builds out there, but they need to buff the races to the benefit of the majority here. Nord has been the laughing stock alongside argonians for too long and "un-nerfing health regen" isn't gonna fix that. We need something better, a fix so our rugged passive doesn't become pointless would be nice for starters but more needs to be done. Maybe more stamina? Removing the resist frost and increasing damage done with two handed weapons(to keep the "inflavor of the race" buff) or a heavy attack bonus of some kind, I don't really know but as long as rugged and cold resistance remain basically useless, then so will nords in general.

Really happy to see the new change to the healing passive of Argonians. It's far better for stam builds now that healing received isn't totally gone.
However, as another suggestion.
2/4/6% stam, +1/3/5% disease/poison damage
2/4/6% health, +disease/poison resist (same resist numbers as live but lowered health to compensate for other buffs)
2/4/6% magicka, +1/3/5% healing taken (because healing taken is more lore friendly than healing done for Argonians)
This makes Argonians more of a hybrid race (fits with their lore) while also making sure they won't outshine the current top dps races (because those are completely focused on either magicka or stamina).
Also, giving Argonians a lore-friendly +poison/disease damage passive opens up design space for other lore-friendly passives for other races such as +physical damage for Redguard/Orc/Nord, +magic damage for Breton and +bow damage for Bosmer.
