It actually makes sense to make another instance of the zone ( just without PvP ) and everyone can run all over the map and see all the houses. I mean it's a massive and nice zone. Not everyone will want to live in the same spot.
You can Roleplay it that the "players" are rebuilding places like Bruma, Cheydenhall ect.
People can build houses around Chorrol...
People can erect villages or towns in the wild...
No other area would make sense.
The thing that will probably happen is everyone gets "a house" in a little field or forest or something, it's the exact same generic house and you just pick a "style" and "background layout" ...

Altmer: Very fancy elven style mansion with a possible mages tower and some whisps flying around the tower in a spiral pattern.
Bosmer: A treehouse or a hut built into a tree's bark
Khajiit: A nice Caravan with lots of Gypsie things outside it all mesy like, maybe a giant ball of yarn.
Breton: A Stone mansion of great awe and prowess
Redguard: Either a small Palace or a nice large Ship for the pirates
Orc: A Cave type home with a stone wall and door / gate built around it.
Imperial: A Nice White stone house with pillars, blaconies and fences, also many statues in the yard.
Nord: A House with grass roof and a big fire place in the middle of the living room, also a "book case" instead of books it will have mead.
Dunmer: A Dark Elf styled mansion or farm house with a few cages in the basement for ... err the labour.
