Does anyone use this in PVP? Is it effective? I heard that it has a proc chance as well as a cool down which makes it not proc too often.
Considering a Magicka Templar PVP (Primarily damage with some heals/group utility w/ Robes of Transmutaion) build and running this set, but have not tested it. Sounds like the new morph to Healing Ritual will include a DoT. The thought is between Puncturing Sweeps, Radiant Destruction, and Ritual of Retribution I would have several opportunities to proc the meteor. Does the cooldown apply to each target indivually (i.e. can it proc multiple times on multiple targets within the cooldown, or is it a universal cool down to all targets?)
Also considering races: Choosing between Altmer, Breton, Dunmer
Thought Process:
Dunmer:
PROS:
1) Resistance to flame as a vamp (Is Breton 2500 Spell Resist a better alternative?) How much flame resistance does Dunmer provide
2) Increased flame damage on Shooting Star and Skoria Procs (Not planning on running a destro staff).
3) 6% Stamina; Always useful in PVP for Break Free/Dodge Roll
CONS:
1) Flame resistance may be low and not worth it
2) Slightly less Max Magicka, and not utilizing too many Flame abilities to capitalize on 7% flame damage
3) Lack of resource management skills and less viable for potential healer
Breton:
PROS:
1) 10% Max Magicka
2) 2500 Spell Resist; A little tankier and would help reduce flame damage
3) 3% Cost Reduction; Slightly worse than Regen in my opinion, but helps manage regen
CONS:
1) No elemental damage increase that Dunmer/Altmer provides
High Elf:
PROS:
1) 10% Max Magicka
2) 4% Flame Damage; Better than breton but worse than Dunmer
3) 9% Magicka Regen
CONS:
1) Less mitigation
If the consensus is that Valkyn Skoria sucks, I will likely go Breton. If it is decent, I am having trouble deciding.
