They changed it so pets wasnt a toggle anymore. If I could find the quote in the patch notes I would put it here.
However, they also kept it so if you switch to a weapon that doesnt have it slotted it would still get unsummoned......
SO, the conclusion is: They put a sticker on a potato and called it a tomato. Its still very much a potato.
ZOS LOGIC AT ITS BEST!

That being said I would love a decent heal that doesn't require being locked into a restoration staff as a Sorcerer, and I think ZOS tried to do that with the Twilight but we can't afford to give up two slots for a mostly unreliable heal (it dies and you have nothing).

You don't have to worry about that, because if the pets were stranded on the Overload bar, the Sorcerer would never be able to activate their special abilities (e.g. the Twilight's heal) on demand, not without waiting for the lengthy Overload activation animation to complete. This would also complicate re-casting the pets if they die... what if the Sorc is out of Ultimate?

Inner Light, Siphon Attacks, and other used-to-be-toggles don't anymore... OP or not OP if sorc pets only required one ability slot and didn't unsummon when switching bars if they aren't on both?
Unless you give up the permanence of sorc pets, this will never change.
Putting them on one bar and then switching, without them disappearing, is essentially giving you two additional ability slots because they have no limited duration. That'd be like someone putting rally on one weapon bar, activating it, and then switching and having the +20% weapon damage buff last indefinitely, or any other number of similar abilities.
If you want to switch bars without losing your pets, you'd better be ready to settle for them being 30 a second duration ability after summoning.
