can anyone definitively answer if the use of blur and evasion stack to give a 40% dodge roll?

No, it's all treated as Major Evasion and won't stack. Hist Bark used to but not anymore.

Don't stack, but I think mirage is a better option between the two.

My opinion is that Blur is superior to shuffle. There are many reasons that support my opinion, but generally speaking it doesn't really matter what you choose.

In a 2016 action mmorpg there shouldnt be such skills. Either roll, jumb above (from another game) or block.

7 years ago it would be fine with the Click onTarget Lock enemy, use keys to lower their HP.

Remove them...

Yea, while we're at it lets make casters hold down a button to keep their magic-based damage shields up, and have them constantly drain magicka and stop magicka regen while active.

Blur pumps up your crit if you're a NB as it is part of the Assassin skill line. I think Blur is a no brainer. It also is a nice magic dump for NB's.

Let's remove all damage shields and channeled executes too. Oh yea, and spammable burst heals, and set bonuses, and the ability to group with other players. Let's all just uninstall because this guy hates Major Evasion.

Stamina nb's use magicka for fear/cloak, shuffle is better as it gives snare/root immunity as well.
