That was in patch 2.3.5, yep, and there was a patch note for it hidden in the New Features section:
Crown Mimic Stone
- The introduction of this item allows us to update the Malachite, Laurel and Goldscale style items to be fully tradeable, akin to all other style items.

There's a new section for mod support for Fallout 4, but nothing specifically for ESO (the TOS is universal for all ZeniMax games).
