What truly happens when you accept Cadwells quest at the end?
Do you start over at level one in a different alliance? Or do you keep gaining levels (from current level) and play a different alliance?

In short, you don't start over, you keep leveling while playing the other alliance zones.

✭✭✭✭✭After level 50 you start the veteran levels, which go from veteran rank (VR) 1 to the current cap of 16.
While that may seem like you're starting over, you don't lose anything, your levels after 50 are just renamed VR1-VR16, so by the time you hit VR16 you're basically level 65.
Also, according to ZOS, the veteran levels will eventually be removed and replaced with normal level progress ...
