You have to use the right kind of bait for the type of water you are fishing in. Here is a really good link explaining with a reference to a book you can find in the game, 'A Fishing Guide to Tamriel' by The Old Slaughterfish.

Here's what I have so far for Wrothgar fishing, thus far:

Foul (crawlers/fish roe)l: Greater Ashmouth (blue)
Lesser Ashmouth (green)
Pariah Lumpfish (green

River (insect parts/shad) : Chinlea (blue)
Nelma (green)
Tum Weever (green)

Lake (guts/minnow): Matron Eelpout (cannot remember lol)

Ocean(worm/chub) : Blue-Ringed Octopus (blue)
Hairy Coffinfish (green)

I will add the remainder when I get them

I made a little spreadsheet that lists all the fish in each area by water type and it self counts.

Just make a copy of it for yourself, and to made it count how many fish you have you just put a little number 1 next to the name of the fish you caught in the box to the right of its name and the spreadsheet does the rest.
