Missing Guild Leader

What can we do with a missing Guild leader (no log in for over 4 months) and no other guild execs (never has any been appointed) to be seen in a long time. The guild bank is frozen, most people cannot withdraw, only deposit items or cash, and I'm pretty sure that people would like to be able to at least withdraw as well as deposit into the guild bank.
Is there a way or some procedure to have a new guild leader appointed so that the guild can rebuild itself?

I recall seeing previously that maybe support can help out with that. Try emailing support? Be sure to include your platform, server, guild leader account name, how long they've been gone for and guild name? I think that would be your best bet if anything can be done.

I thought there was a system in place where if the guild leader didn't log in after a set amount of time, the next highest rank gets the option to take over? (I'm probably thinking of World of Warcraft)

I've never heard of that, although I've seen on the forums rumours of people emailing support.. and then support just made the next highest rank leader.

I contacted support about transferring leadership of a guild about two months ago and the information I was given was.

The leader has to be offline for 30+ days.
ZOS would try to contact them, or check on their account.
After this they would work with you to transfer leadership.

All of this is under the realms of being done in the most fair way possible considering the circumstances.

The leader of my guild actually came back and willingly handed over leadership so I can't give you any more information on what happens if they agree to it.
