That's similar to asking if there will be a catch up mechanic for those that are not v16 yet. The only thing you really need is Vigor if you are a stamina build, everything else in the alliance rank tree is a luxury. Vigor was already made 100x easier to get, being dropped from rank 10 to 5. It does not need a catch-up mechanic.
There is no catch-up mechanic for those of us that don't have undaunted passives and techincially it's impossible to grind since you have wait for dailys to reset. On the otherhand, there is no cap to how much AP you can earn
