If I pull a pack of 6+ in PvE I'm perfectly okay if they want to cap my damage for balance reasons.

Kahen40k✭✭Well since it seems to be the main cause for the terrible performances in cyro, i think we will be all happy if they gone; sure it may unbalance some things, but i rather adapt than play slow motion when more than 10 ppl are in the same area.
As for pve, i don't think that it will impact the end game content much, but if this is an issue, just giving more hp to big aoe pulls will balance everything.
