Please help me i cant find Nereniel NPC in Cyrodil

i am trying to do the cyrodil quest achievment but in Vlastarus town the Nereniel npc is nowhere , not where the marker says and i cant find her please help me someone

its ok i fixed it by joining other campaing, all the npcs were bugged in the previous one
