Doesn't necessarily mean they're duped. Maybe it's just me, but motifs seem to be more common in Cyrodiil. Always loot stuff while you're questing in towns.

How can you not understand the difference between an end user exploit and the developers selling in game items?
I mean, do you constantly look at the merchant NPCs and go, "yep, that's some major league dupin' goin' on there, yessirree. They be givin' me all ah that duped gold."

Of course there are differences, such as, among other things, that a duper usually does not ask for dollars for duping, which would be difficult to facilitate transaction, or that ZOS can produce any item, not just multiply existing assets. But there are also similarities.
Suppose a duper can actually dupe items and is willing to do so for a fee in dollars.
Dude comes, gives him his Sword of Gloom, $5 and bam! He gets the second sword for no effort, no quest completed, no boss killed, nothing. How is that different from bribing ZOS to give you fancy crafting motif?
I also suspect that many of the very same people who seek services of a duper would make perfect cash shop customers. After all, they want convenient and time-saving access to items.
