I think we will see it in a future dlc. Matt Firor knows well about underwater content , it was added in Daoc about 2-3 Years after its release, with Trial o Atlantis, underwater dungeons ,bosses and contents.

As an avid TES fan, I definitely miss the underwater aspect of the game. Especially the underwater exploring and treasure hunting! It would integrate so nicely w/the treasure maps. Argonians would really feel like that racial perk mattered too. It would open the door to new quest lines, such as pirate quests (maybe from Capt Kaleen?!), or to catch pirates if that was your thing. So much fun could be had! Hope to see it someday

actually its not alot of work at all.. alot of their maps have underwater scenery already it just doesnt allow diving at all
You could go underwater everywhere if it the water was deep enought, also in pvp, but for the dedicated underwater quests , bosses, group contents and new fun things , you had to own the Trial of Atlantis expansion, wich included some new map zones, and the one full dedicated to underwater enviroment was "Oceanus" , you can see it in this map, in the central zone:

You could go underwater everywhere if it the water was deep enought, also in pvp, but for the dedicated underwater quests , bosses, group contents and new fun things , you had to own the Trial of Atlantis expansion, wich included some new map zones, and the one full dedicated to underwater enviroment was "Oceanus" , you can see it in this map, in the central zone:

The Coral Kingdom: This could be a single release DLC expansion giving players the partially sunken nation of Thras between Tamriel and Yokuda, and a new playable race, the Sload and could introduce underwater content to ESO, if it's not already in ESO by this point. Since the Sload detest adventure the playable Sloads would have to be considered Sload outcasts and the story would have to reflect that.

That post is about a bunch of possible expansions, not just Thras and the Sload.

I agree with this. Someone said that they would have to redesign all rivers, lakes, the whole sea and everything to make it deeper. I think it's not true. I think it's already deep enough, they should just make diving available.
We don't plan to go 50m underwater (although some actually do ). Just dive a little
