Campaign Queue Priority & Encouring Players to "Spread Out" [Consoles Mainly]

Do home campaign players get priority over people guesting to their campaign in the Queue? Just curious if this is how it is set up? If I am guesting in say Chillrend does a player who has his home campaign set there get priority in the Queue? I really hope it IS setup this way, if not I feel like this is something that should be implemented.

I also know it's harsh, but I feel like there should be some sort of point where the servers do not allow players to set themselves to it as home at all until 'popularity' for joining said campaign bottoms out a bit. For instance if Azura has a waiting list of 700+ pretty consistently setting campaign to home should be disabled until the amount of players who are queuing for it on average drops to a more manageable number.

I know alot of people will likely come in here disagreeing, complaining about how much they 'need' their farming campaign and what knot. But I decided for the hell of it to guest over to the Azura server (XBOX) just to see how long the Queue was... 846 people when I tried. With a 200/Faction cap of concurrent players per campaign that would have been enough to fill ALL currently live campaigns with players, making the numbers more even.

I can see if you have a friend join the game you would want them in your campaign and a simple but elegant workaround to locking the server out would be to create a "Pass Vendor" in the main camp. Allow players who are already set to home in a campaign to pick up a "Blank Draft" letter which they can use to invite one friend to a campaign, placing a cooldown on it of two weeks per draft. FF11 had/has? a similar system which they used to spread players out across more servers and when I played it worked pretty well.

I don't really see the 20% AP gain when outnumbered really being all that great in the end. When you have 12 people vs a 50 man zerg its going to be nigh unnoticeable.
