Riding or running fast - Stuttering

In a town like Davon's Watch or Mournhold, you character stutters when running fast or riding your mount. Is this normal, or being fixed, or is this something that is wrong with my system?

Nothing is wrong except that's its a highly populated area so there's a lot of stuff going on, once you get out of town you should be fine
