A snipe shot with reapers mark on the enemy raises the damage around how much %? 10? 20?

I know it depends on the armor and type of enemy, i just want an example to see how much i am losing not using marks.

    Simple answer: You can't know.

An armor rating of roughly 32000 means a mitigation of the damage of 50 % (it decreases linearly).
Reaper's mark reduces the armor by X. So when the enemy has armor or not, the impact will be higher or lower.

If the enemy has enough armor or spell resistance for the entire debuff to apply you will gain 7-8% increased damage. The difficulty is that it seem many PVE mobs have no resistance, so you gain 0. If they only have half that resistance you would gain half the bonus.

It seems that expert hunter is a better buff if i need to chose 1.

Just keep mark on your other bar. When you mark, it doesn't initiate combat and can be done without breaking stealth. Plenty of time to swap and ambush in or however you lead off. Reapers mark is fantastic for the heal when you kill and if you execute with killers blade while marked, your health bar is full.
