PS4 - Too few skill slots?

Hi everyone,

I seem to have trouble with the available skill slots on my action bar. I'm currently at lvl8, playing a sorcerer class.
Now, I've got Conjuration/Summoning as my main skill line, and Storm Calling as my secondary. Currently I use a healing staff.

The Problem: even at lvl8 I have more skills than I can map, and only get the second skill bar at lvl15. Is this a widespread issue?

To explain further: this is how I've mapped my skills:


L1 summons my Clannfear - I don't need this often in combat, because it seldom dies, but since it vanishes whenever I enter or exit a dungeon, log out, zone, etc. I do need this handy, so it uses a slot.
Sqare key is for "deadric curse" which I need at the start of every battle.
Circle is for my "lightning form" which I need to refresh every 20 seconds.
Triangle is for mage's fury which I use on low-health enemies
L2 is for my Staff ability, currently regeneration.

I've currently got two Ultimate abilities, but can only slot one. I have no place to put "soul trap", no place for the (soon to come) second summoning skill (winged terror) and there are so many other skills I could make good use of in combat...tbh, I'm currently a bit confused as to why ZOS gives us so liitle space for active skills...

Am I making some kind of mistake, is there some kind of logic to this, or is this simply something that the devs though is a good idea, although it isn't?

I'd like you opinions this. Thanks!

    PC players have 5 skills and 1 Ultimate, just like you. This is the console game UI ESO designed and forced PC players to use as well.

    Basically, this isn't like many other MMOs where you have slots for dozens or hundreds of abilities, and the cooldowns are the limiting factors. Here, you have to plan your skillbars ahead of time, and only slot those abilities that you are going be be using often. You will not be able to slot all of your skills at once, and this is by design.

    So you're going to have to pick and choose what you want on your bar at any given time.

    You need to change your skill load out for each situation (Over World/Solo Dungeons, World Bosses, Public Dungeons, Group Dungeons). However most of the skills you use for one, you will probably use for others.

    But we all have to swap out skills as needed, it is the way the game is designed.Besides, how would you access more skills than 5+1? There are barely enough buttons now on the controller for everything you do.
    Enjoy the game, life is what you really want to be worried about.

    I like it, means you have to think about your build etc. The same system works very well in dcuo and in this, you do get 2 skill bars as you pointed out.

    Leaving out having dozens of powers means the game play is more action orientated, as opposed to cool down click and wait like final fantasy for example. Dcuo is so fun because the combat is like a classic mmo and this is what I'm loving a bit eso, the fighting is actually fun whereas FF:ARR was far too slow for my liking.

    Also, I've found soul trap to be so situational that I can put it on as and when I actually need it. Get some gems, go and farm filling them, then remove it from power bar. I might not be utilising it to its full capability, I don't know but that's how I have been using it.

    Hmm, I guess what disturbs me most about this is, that I have a few "fire and forget" spells, like summoning the familiar, that eat up a slot although they don't have to be used regularly in combat.
    I'd rather have seen them put on a secondary skill-bar so that I can use a few more active spells. Currently I only have space for 2 active spells, and that's not much. Everything is blocked by summoning and buffs. Oh well, I'll see what happens on lvl15... ;)

    The proverbial "Togglemancer" as it is known here in ESO has been a topic of discussion several times in the past.

    The worst part is that at lvl 15 when you get weapon swap, you will have to slot your summon skills in the new bar also, unless you want to automatically unsummon them on swap.
