To become a vampire you need to get infected by one, either an other player or an npc. The npcs only spawn at certain points in the last zone of your alliance and have a very long respawn timer. Other players can infect one player every 7 days once they have reached rank 6 in the vampire skill tree.
After you have been infected, you have to do a quest. This quests needs to be done solo and requires you to kill 10 level 40 enemies. Very experienced players can do the quest at level 3, but in general I'd recomend to be at least level 20 when you try it.
If you don't finish the quest within 7 days, you have to get infected again if you still want to become a vampire.

Actually, I just tested it on a level 4 character, and they're level 38 enemies. Not that level 38 vs. level 40 really makes much difference... I do still find it odd, though, that the enemies in the werewolf quest now scale down as far as level 12, but the vampire quest enemies don't scale down.

when ppl told me the enemies for ww quest were down to lvl12 i was mad lol. cause on pc and a lvl 15 i was fighting lvl 40s ;(

There is nothing awesome about a vamp or a werewolf, just a different set of challenges and game play styles. Don't get bitten simply for the sake of it.

I have a lvl 36 WW dual wield DK who is stamina based (not PvPing) and am enjoying the gameplay

I have a V9 sorcerer who I have vamp'ed and never feed to reduce my vamp weaknesses ... its a huge game play change when I need to be fearful of fire wielding mobs

I vamp'ed a low level archer (dark elf to try to get some fire resists going) and found it most frustrating so replaced her with another more suited to archery
