From what I've read its taking up to 72 hours for crowns to show. XP effect is instant look at character sheet in game to check0 -
I'm having the same problem, Bought them from the PlayStation Store yesterday morning,
I haven't received my ESO Plus with buffs or crowns or 750 crowns I bought extra, or my Explorer's Pack,
And I contacted ESO Customers Support by email multiple times and no they where no help,
I have also tried multiple log outs and closing the game, PS4 restarts and still nothing.
