I want a nightblade damage dealer that focuses on dual weild is that a good combination? Also what race should I use? I might become a vampire.

This totally depends on the skills you want to use and on your playstyle.

Khajiit is a pretty good damage nightblade. Only class to have a increase weapon crit passive, also they have stam regen and stealthy passives. They make great stam based nightblades.
    Aldmeri Dominon: Glarin |Dragonknight *** Erìnwy |Sorcerer
    Ebonheart Pact: Alexandrìte |Dragonknight |Former Emperor *** Oops I Negated Again |Sorcerer |Former Emperor
    Daggerfall Covenant: Eìr |Templar

Is a khajiit good for a vampire though?

The only reason I would go vampire with a nightblade is for the Dark Stalker passive (increases movement speed while stealthed) and Clouding Swarm (Vampire Ultimate that make you invisible and you do a ton of AoE damage). As long as you wear at least a necklace of Fire Resist you'll be fine.

For Vampire Nightblades, you need Dark Elf. That's what I did. You get Fire resist passive from Dark Elf skill line, and you will need it as a Vamp. The fire burns...... IT BURNS......

And also yes, dual wield nb is really good at dealing damage to groups (Steel Tornado) or single target (Ambush/surprise attack/killers blade)

I would not go Khajit for increased Crit. Crit is easy to get. I have like 59% crit on my dark elf, which is too high in my opinion. I need to drop it a little for some more weapon damage.

If you are not going Vamp I would to Wood Elf.

Or do what i did and make a stamina based dual wielding Wood Elf Nightblade Werewolf.

The passives add up nicely on that build ...

Vampire is honestly better for magicka builds. If you are going DW you will be stamina and I very strongly suggest you consider werewolf instead. When not in ww form you get a 15% stamina regen bonus with no negatives. Increased poison damage only applies in ww form.
Khajiit, bosmer or Redguards make the best stamina NBs.

If you have your heart set on a vampire, consider a magicka build. In that case a staff is a better weapon choice. Consider dunmer for fire resist (and in that case choose inferno staff as your main weapon). Other good choices for magicka builds are altmer and breton.

My NB is a vamp solely for the movement speed bonus in stealth. Considering I spend more time in stealth than not this was really helpful. Other than that though your right, like Bat swarm scales off Magika so It's useless for me as a stam NB. But I move so freakin fast in stealth. Sometimes I think I move faster in stealth than normal running lol.

You should roll argonian because they can swim faster! It helps in all the aquatic fights in this game!

    Good ideas here.
If I were to reroll my NB, I'd probably go:

Bosmer - for the 21% stam regen passive
This allows you to have decent regen and stack wpn dmg on your gear rather than being gimped by putting stam regen gear on for utility. This would maximize the use of both stats.

Vamp- Additional 10% stam regen and elusive mist escape.
Devouring swarm (bats ulti) would hit pretty hard
Inside your bats, dual wield's steel tornado = much murder
Sneak speed synergizes well with nb as well

Werewolf also viable with the 15% stam regen for free (no negatives)
However, that additional 5% regen vs all the strengths of vamp would make it not worth it for me.

For Vampire Nightblades, you need Dark Elf.

No, you don't. The dark elf passive did not scale in 1.6 properly and is very weak. You can accomplish adequate resistance to fire with champion points and potentially glyphs if you still feel weak.

I personally have a dark elf vamp and a breton vamp. I notice no significant difference between the two.
