Magical builds were viable back in the harry potter light armour wearing super warriors, not now.
You have to choose between, hybrid builds don`t work now and new meta is stamina.

By "Bound Weapons" he is referring to Skyrim and the Conjuration magic that summoned weapons. You could summon a bow that was as strong as a daedric bow early on in the game and not even worry about arrows. It was ridiculously strong.
While I agree with OP that it would be nice to have actual "freedom" in this game, to do that they need to get rid of the class system, weapon system, and the way skills work and completely overhaul the game. This is not going to happen ever. Moreover the console launch is their last big hope out of the downward spiral the PC version is still plummeting in.

Having a full, open skill system = CAN'T be balanced, Simple fact is, everyone would just use the best skills at endgame, and there is no possible way to make every skill workable for every possible role, or for that matter, anything similar to it at all.
