Quickest ways to rank up?

I'm currently Level 9, nearly level 10 and struggle with all my quests because they're all Lvl 15+. How can i quickly increase my rank, whats the best way? Thanks. Im also playing the game on Xbox One. If you want to play or can help message me - Gamertag: Cxldwell

Did you go back and do the starter area? A lot of people tend to skip it, since the game doesnt automatically put you there anymore, and you'll be missing out on a skill point or two and several levels worth of experience.

Go to the starter island and do all the quests you missed out on ...

Explore everywhere on the map looking for new areas you may have missed.
Try running Dark Anchors multiple times, it's good money and experience at low level.
Open chests you find and kill all mobs you run past for the most EXP while travelling around.

If your quests are all level 15+ and you're level 9, then you've missed a lot of quests. To be that much under-leveled you must have skipped the starter islands, and you must have also missed a bunch of quests in your alliance's first full zone. What alliance are you, and where have you been questing?

Where can i find the starter island? i must have completely missed that out due to the fact i just wanted to get stuck into the the game. As it stands i have about 5 quests on going, where i'd say 1 is level 9 but feels a lot higher, 3 are level 13 and 1 is level 15. I think i tried concentrating on the main quest and have no got caught up from not trying to complete anything else.

This is why it was a terrible idea for ZOS to change it from the way it was in Beta when you would wake up on the starter island instead of in the major city of your alliance's first full zone.

I can't tell you exactly where to go to get to your starter island without knowing what alliance you're in, but for all 3 alliances there would have been a quest giver just a little bit outside of where you woke up after the Coldharbour intro/tutorial. That person would give you the quest that will send you to a boat or ship at the docks, which will then take you to the starter island (note that Daggerfall Covenant and Ebonheart Pact each have 2 small starter zones, with the first starter island questline finishing up by leading you to the next starter zone, while Aldmeri Dominion only has 1 starter island, but that island is bigger and has about the equivalent content of the 2 starter zones combined for one of the other alliances).

Daggerfall you need to chat to a lady in Daggerfall,
Over the road next to a pole from where you started,

She will give you a quest which takes to to the dock,
Speak to the captain of the ship and go to Stros M'kai,

once there do all quests, get all skyshards(3),

when you complete captain Cayleen's quest(spelling may be wrong)
you will get the option to go to Bethnik(spelling)

Another 3 skyshards and quests,
you should be close to level 11 by the time you have done this all,

I have just checked and i am farely sure i have completed the starter island. Im just sort of stuck woth the game atm because i get overwhelmed by enemies easily.

Did you go to Khenarthi Roost? You can double check it by checking your achievements and the skyshards you got. (there are 6 skyshards on Khenarthi Roost so 2 skill points, if you have not this achievment then youd did not complete the starter island). The quest giver for the starter island is on the docks of Vulkhel Guard.

From Vulkhel Guard the progression is north, then West-East. So once you are in VG get from the wayshrine north and you will see quest givers at each wayshrine (or around a wayshrine)

also, do all the dungeons, and the public dungeon as well (it is lvl 8) as all the world bosses (the skulls)... and the dolmens...

open all chests + kill all mobs you see...

If you're AD and you completed Khenarthi's Roost then you should have done all of the following quests:

Cast Adrift: where you rescued shipwrecked sailors, helped repair a ship, and stopped the Maormer from summoning more storms.
Tears of the Two Moons: where you went to a ruin infested with undead and defeated an ancient spirit by locking him away along with one of your allies who will keep him contained.
The Perils of Diplomacy: where you foil a Maormer plot to keep Mistral out of the Aldmeri Dominion
The Tempest Unleashed: where you defeat the Maormer attack on Mistral and stop them from summoning a storm to destroy the island.
Dark Knowledge: where you find 3 forbidden daedric tomes and either destroy them or give them to someone seeking their knowledge.
The Family Business: where you investigate a fire at a moon sugar plantation, discover the skooma smuggling plot at the root of the arson, and decide what to do about the family that owned the plantation.
Moon Sugar Medicament: where you rescue a khajiit from skooma smugglers, help him to confront the leader of the smugglers, while resolving some family issues for him and his mother.
A Pinch of Sugar: where you help save a moon sugar plantation from the rats that have over-run it before inspectors arrive to determine if the plantation will be shut down.
The Root of the Problem: where you help a nature spirit to protect the roots of a sacred tree from a kwama infestation.

If you've done all of those quests, and you've got both the Khenarthi's Roost Pathfinder and the Khenarthi's Roost Skyshard Hunter achievements, then you've completed the starter island. Otherwise you haven't.
