It was implemented in the 1.6 patch. Blocking is made more costly as is breaking free and roll dodging, since before you could endlessly go on. Now playstyle is much more important.
In PvP you had those permablockers you couldn't get through, didn't take any skill. Now you actually gotta do stuff to be so defensive and gives players better chances.

This has nothing to do with the change to 1.6...this is an issue post 1.6.....
I have seen this happen on my stam templar. I run with about 2K regen when fully buffed. In 2.0.9, I had no problem sustaining my rotation and never went below 50% stam unless I had to do some major dodge rolling.
With the same rotation, and still 2K stam regen, I have noticed myself sometimes at zero stam and waiting for pots to get on cooldown in 2.0.10. This is without any added dodge rolling or blocking.

Blocking seems to deplete my stamina bar much more quickly than before the 2.0.10 patch, and like you I'm still trying to find the exact source of the problem.
