Altmers are generally considered the best race for magicka sorcs, so you're off to a good start. In terms of skills, here are the most important ones for success in PvP:

- Conjured Ward (morph to Hardened). Sorcs don't have an effective class heal, so this is one of your two survival tools. It's excellent
- Bolt Escape (either morph). This is your mobility tool, and using it properly is the other key to survival. Both morphs are excellent, but serve different purposes. Ball is more defensive, while Streak is a decent AoE + short stun
- Daedric Curse (velocious morph). Our best PvP damage trick is delayed burst. This is one of the key spells that allows you to do that. Time things to all hit at once.
- Mage's Fury (either morph). It's a good execute and another source of delayed burst.
- Crystal Shard (Crystal Frags morph). This is your heavy hitter. Cast only when it procs to be instant, or as an opener when your target has not yet noticed you. Note, this is one of the easiest spells in the game to dodge or to reflect. You'll kill yourself with it many times until you learn when not to cast it
- Force Shock (either morph). This is a destruction staff skill, and it's the bread-and-butter spam spell for most magicka DPS of all classes. It's excellent.
- Impulse (either morph). Another destruction staff skill. It's a great AoE
- Entropy (either morph). A mage guild skill. You need a way to proc the Major Sorcery buff, and it will be either this or Surge's Power Surge morph. Most prefer Entropy, as it can further add to burst (read the mage guild passives)
- Steadfast Ward (Healing Ward morph). This is a restoration staff skill, and it's the best heal to which you have access

Many other skills are excellent and work in some builds, and specific builds vary tremendously based on whether you're solo, in a small group or part of a raid. But work toward those, and you have the core of a build. Expect to die a lot, though, as you're probably going to want 5 to 7 pieces of light armor, and your passive mitigation is awful. Survival is about situational awareness, positioning and proper use of active defenses (Ward, Bolt Escape and dodge-rolling).
