Does Evil Hunter (Expert Hunter Morph) return Stamina from non-Daedra/Undead?

Ive been told that Evil hunter AlSO returns stamina from non-Undead/non-Daedric mobs/players.

Is that true?

Im confused since the tooltip stays that, while the DMG procs on both undead/daedric (15%) AND normal (4%), the stamina proc happens only on undead/daedric...

So, stamina return procs on normal mobs too or not, if so is it a bug or its intended?

    It works on every proc of extra damage you do, so the stamina recovery on none Daedra/Undead creatures is quite lower since it occures less often.
