Surge question

I want to start a new character when eso come out on console and I'm interested in a sorcerer. I have been reading around about surge and its morphs, and how its basically useless because it has an internal cool down of 0.25 seconds so it is near useless with aoe attacks, and the proc can be set off by weak dots . But everywhere I read that was from about 2 months ago and I can't find any information on this internal cool down on any of the sites that detail the skills.

Can anyone that has experience with this skill shed some light on this?

Is it worth using at all in this build of the game? or just dump it?

    Yes, the cool down is on the heals - after one heal due to crit damage you do, you can't get another heal for .25 seconds. This significantly impacts heals from AOE, as the first target crit invokes the cool down and none of the others will heal. It also has the problem that if you have DOTs active, they may trigger the cool down, "stealing" the healing from your main attack. Other than that, it works "fine". It used to be great with impulse, but not so good anymore.

    I use surge in pvp and in DSA for the major buff before attacking my enemies, but the heal from entropy is most of the time better than the heal from surge.
    Surge is good when you use overload and no dot, because your crit hit hard and no attack can steal the heal.

    Y, this skill from must have turned into if you really really want to, it gives nothing special and costs way to much. I understand that this internal cool down was implemented to prevent from unkillable sorcs in 1vZERG situatuons but its way to hard nerf. It would be much better if heal amount would be reduced but with no cool down.

    I like Power Surge because it gives both spell and weapon buffs.

    The heal is a nice bonus every once in a while when the right crit procs it but don't pick this spell to act as a heal or you will be greatly disappointed.

    If they just have used the new aoe mechanic for surge (only the 6 first enemies proc additional effect), surge wouldn't hase as effective as funnel heal, for example. So, even in 1 vs zerg situation, a sorc won't be able to substain for a long time, especially because of stamina sustain.
    And if they can, just reduce the heal would be far better. Or just block dot healing.
