I too was saddened by the removal of the stacking.
I also play a Sorc and happen to have a NB as well. While I do miss sneaking at horse speed, I don't have a problem opening from Sneak.

First of all, you admit you are DW, are you unaware that Flying Blade works from sneak? Are you also unaware that Quick Cloak gives you 40% movement speed for 5 seconds which also works while sneaking? What about Rapid Maneuver and it's morphs? These all work with sneak. Which NB skill are you complaining about? Concealed Weapon? The movement speed from this morph is barely noticeable and requires you to use a magicka based morph, no thanks. If you are talking about Double Take the speed lasts 4 seconds which is inferior to the buff you get from Dual Wield.

Also why not use a bow to open from sneak? Even pre Night Silence nerf, DW was the weakest weapon line for opening from stealth. This is really a learn to play issue and it sounds like you just want to vent some complaining. No offense.

i'm aware of flying blade as well as bows, but a large portion of my stealth damage comes from a heavy attack from stealth in melee, back then i was able to hit about 20% of a targets healthbar using it as an opener then burst them using twin slashes bleed, flying blade, Restraining prison i believe it was called (half asleep atm) and a blinding flurry, that burst usually did a majority of the job on most with flying blades thrown in after to finish the job.

cant even make a dent using this anymore, especially when i struggle to even get into range anymore since my bar consists of Critical surge, Twin slash bleed, Blinding flurry, Restraining prison, flying blade and Bound Armaments along with dawnbreaker/soul assault

Use the speed buffs I mentioned, it will be fast enough to get into melee range. The problem is DW hits like a wet noodle without the right gear. Seeing you are complaining about the change to Night Silence, am I right to assume you just came back after a long leave? I mean considering the skills you listed, you sound like a hybrid build that I used to use back in the summer of last year when you could softcap Magicka / Weapon Damage and still play like stam or magicka build. This is no longer the case.

Now you need to be either Magicka based or Stam. As stam you not only need Champ points to get your crit up and passive dmg %s, but Weapon Damage from gear like Shadow Walker, Morag Tong, Ravager, etc. If your weapon damage is not over 2k, you are not going to kill anyone remotely competent.

The meta has long since changed, if you need build advice, let me know, I will try and help you out. What you want is still doable, just in a different way.
