Shards is more unwieldy to use in the heat of battle because you need to double tap to set it off and lead your target. I usually need to spam and hope for the best. It would be a better skill for groups if it would stun even just one more enemy.While I agree Javelin has its uses, I think Magnum Shot is much better and cheaper for stamina builds. And for magicka builds, there is Luminous Shards for single target CC/disorient and it is also unblockable and cheaper + has same range as Javelin.
Javelin is only good for pushing people off the cliffs who are pity enough to drop block.

Yes, dodge chance is not as good as Flashes. But if zos will change Total Dark morph into this, they could add - each dodge proc also healing for same amount as Total Dark healing now . I have a V14 Nb and a V14 Templar. Blur isn't a bad ability, but I am not really impressed by it enough to want a Templar version of it given that the Major Evasion doesn't stack with the Medium Armor Evasion. Honestly, if Templar had Blur I probably wouldn't waste a skill point in it given that Evasion has better morphs. If we are going to get a new defensive/support ability to replace blinding flashes, I'd take a Templar version of Mass Hysteria, Talons, Bolt Escape, or anything that is actually useful over Blur.

It wasn't really the miss percentage that made Blinding Flashes good it was the cc - "off balance" on top of it.
There's no standard debuff for reducing speed either, but several abilities have that effect - Caltrops, Ash Cloud, to name a couple. ZOS could always add the percent to miss back to the game for one ability.
Let's look at disabling effects and how many templars can apply:
- Knockdown, nope; sorc and dk
- Stunned, yes Toppling Charge, but we really stun ourselves thanks to our GCD
- Off-balance/Vulnerable, not anymore; was Blinding Flashes
- Disorient, no sorc
- Silence, no sorc
- Fear, no NB
- Pull, no DK
- Knockback, we the kings of Knockback; Puncturing Strikes and Piercing Javelin.

Senior Scout Justal in the Lion's Den still has an ability that procs the miss mechanic. It's not a dodge, but it is very similar to blinding flashes - once you miss, you'll keep missing for a period of time - next 4 to 5 attacks. if this was dodge you would score hits between dodges. Even though, he isn't a major boss in the public dungeon, he was my toughest fight when I last visited him four weeks ago, thanks to this ability.
