Why is Inner Light on just your secondary bar? Are you going to re-toggle it every time? That seems troublesome.
You don't need Streak for PvE (but of course you do for PvP).
Crystal Fragments on both bars seems unnecessary.
If I were you, I would work out separate builds for PvE and PvP, because they require some pretty different skills in most cases.

If you rely on your overload bar for defenses in PVP, you're gonna have a bad time.

Well I will only comment on your PvE one, as I just heal with my sorc in Cyrodiil now.
Your bars are looking a lot better, but first of all I would swap your secondary and primary bars. I mean it doesn't matter which is which, but you will be primarily using the skills on you secondary bar (the way you have it set up now), so why not make it the "primary bar"?
If you are going to use Hardened Ward in PvE (and I recommend keeping it slotted for most situations), you need it on your secondary bar, not your Overload bar.
The reason why you don't put CF on both is because Force Pulse is your spammable ability, so the vast majority of your CF procs will come from it (and Entropy). It is just taking up space on your secondary (execute) bar. You can put Hardened Ward there.
Not sure how many CP you have but personally I would drop Dark Conversion completely. With three legendary cost reduction enchants on your jewels, and with a modest CP investment into the cost reduction and magicka regeneration passives, you aren't going to have any trouble with magicka. You can also enchant your destruction staff with absorb magicka to get a little extra back.
While having a third bar (the Overload bar) is nice, using normal skills on it is pretty clunky and in general you are only going to be spamming light attack and dropping Liquid Lightning while in Overload form anyways, so by all means fill that tertiary bar up but you aren't going to be using the other 4 skills that much IMO.
Do you put all yourr point into your mana? or u doing something like 2:1:0?@SevenLord What you have now is pretty much what I use for DPS.

no need for hp if the incomming dmg is not mainly mitigated by your shields you are a two hit regardless of your HP.
but for pve i would recommend ~20points put into Health to not be a 1hit by some bosses
