Yes, a heavy attack starts to be a heavy attack as soon as it is no more light attack :-)
Nonetheless you will see that time matters for the damage amount. Flame staff (heavy attack) dmg is also affected by spell dmg and magicka
Molten weapons doesn't affect anything but a fully charged heavy attack. It does not say this, but none the less, the bonus will not apply to anything less than a full power heavy attack.
Furthermore, some players report that it does not affect staffs at all. Even if it did, it wouldn't be worth an ability slot at end game.
It works with all weapons bit it makes much more sense with a fire staff or 2h stamina.
It should with every type of heavy attack, not just fully loaded.
20k ++ attacks can only be seen on low-health targets.
For fire staffs you need 20k + spell dmg, as well as other spell dmg / general dmg buffs (entropy, etc.) and a golden staff + CP Talent, etc
But, sincerely, this is one of the skills you may very easily test yourself
Does Molten Weapons increase the damage of say, partially charged inferno staff heavy attacks?
Absolutely yes. The partially charged inferno staff attack is a staple of many PvE DPS rotations. Some with refer to this as a medium attack, but it definitely counts as a heavy. Sets like the Mephala undaunted set or Infallible Aether specifically call for fully charged heavy attacks, and while I believe it's been fixed by now, they have at times actually worked with medium attacks.
