Basically this, but since you're not telling us where you are, let me expand a bit.

Soul Gems contain souls of a certain level. You need to make sure that the soul gem you are trying to use is filled, and is of the right level to res the player you are targeting.

If you are in Cyrodil, then ever player, regardless of actual level, counts as level 50+, meaning that you need to use filled Grand Soul gems in order to res them.

There are 2 bugs with res in 2.0.7: 1)you can't targeting corpse for ressurection 2)corpse "under ressurection" bug, thats preventing from ress.

I got an interesting bug in Cyrodiil yesterday: after rezzing someone (and actually completing the animation as normal), I got a message saying that I "must use an appropriate soul gem." Never seen it before, and all my soul gems were level 50 ones so not sure what that was about.
