This is just another of the many examples of 'dailies' that punish those who can't play 24/7, eg. people with jobs, while those who can (the unemployed and students, for example) get to do everything every day.
One or two MMOs recognise many players do have real-lives and allow an amount of accumulation of 'dailies', FFXI and FFXIV have such mechanics, sadly they're the exception rather than the rule.

Not having time to do dailies isn't punishment, it's just incentive to log into the game if you've already finished all the non-daily content. If you have so little time that you can't even log into the game for 3 minutes to press a + sign, then what does it matter anyway? You will literally never be a power gamer because your life is not structured to do so no matter how much ZoS tries to cater to you. That doesn't mean you can't have fun, or that you're being punished. Relax already.
If you don't have "access" then you don't have access. I will stand by what has been said that "punishment" is too harsh a word, even if in jest.
It has nothing to do with being closed off, and is just a cry for more convenience.
It's not that bad, if I take a vacation and can't log into the game for 7 days then oh well.
But why do you want to have that mentality about it? Wouldn't it be more enjoyable if you had greater access to the game? Why limit the games potential for no reason other than the fear of depreciating your own accomplishments. No one loses anything by being able to access daily mount upgrades from outside the game. The game doesn't somehow become less enjoyable by having more convenience. If anything, it enhances the commitment of players because it gives them the ability to play, even when they can't. Explain to me how that is a bad thing?

Remember it's just a game. You don't need to have a maxed out horse in a minimum amount of time to have fun. You don't need to check off every item on the list before others do. If you don't have the time or resources to play a game, then don't get upset about not being equal to power gamers. It ultimately doesn't matter anyway since this isn't a contest.
