Is there an sync/issue applying passives/champion points/other damage bonuses?

Here is an example. I login to croydiil. My spell damage is 1,500. I cast heal or shadow cloak. i increase to my real spell damage of 1,700. after a few seconds i check and I've gone back down to 1,500.

Another example, I have 1,900 weapon damage, i cast a heal on myself or shield i go to 2,100. It then resets back or de-syncs and i don't get all the passives/weapon/champion point bonuses..?

Is it just my character that this happens to? or do you also experience this.
