Just thought of this, but it would be just awesome if a system could be implemented to change races and the looks of a character, even after they've created it. This applies to every aspect of the game, as it applies to the development of a unique build for any character.
Say after I've already leveled a vet 14 character, and suddenly the meta of the game changes due to nerfing of my race or buffing of another race, and just so happens that some people have the advantage for the particular build that they wanted to make because they had chosen that race before. But because I've already chosen, say a Breton, the only way I can change to another race with the same class is to created another character from scratch. Zenimax is starting to emphasize convenience with the new Crown Store, which is good. So what if say I'm a busy father with kids and a full time job, and I only have a few hours a week to play (not saying that I am one, but still), I obviously won't have enough time to create another character from scratch and build the perfect character that I want if I don't have the freedom to change between races.
Of course, this has its implications that may affect lore etc., but seeing that each race has unique stats and bonuses attached to each individual one, it's difficult when players are not able to change between races when they want to, in order to create the perfect build that they want. What I like about Elder Scrolls Online is the ability for players to be able to create the unique build that is suited for them, yet without the option to change between races to suit the ever-changing meta of the game and the perfect build to suit that, players usually have to conform to a certain build just because of the race that they've chosen. Of course it's easy for a new player who doesn't have a high level toon to easily switch and create a new toon with a different race, and start from there, but this freedom is not easily available for players who already have max leveled vet 14 toons.
I speak of this from personal experience. I first created a redguard sorcerer at the start of the game when it was first released and got it up to vet rank 4, in hopes to build a stamina 2h sorcerer, yet because stamina builds were very non-sustainable back then compared to magicka builds and thus were very difficult to play, I would have loved if I could switch to a magicka build back then. Yet that didn't make sense because I was a redguard and pretty much all the passives I had for my redguard almost forced me to stay as a stamina build. As a result, I simply gave up on it until now, 1 year later, that patch 1.6 is out and stamina builds have been revamped.
Sure you might say that, "Oh well stamina regen and max stamina helps you even if you're a magicka build anyways", but in restating myself, it simply might not be the PERFECT build that I want. I may very well want to be a Breton because I wanted to switch to a magicka build, yet I can't because I'm not allowed to.
I'm sure there are many people that are in the same boat as me, in which case they either re-created a new character with the same class but only a different race, or gave up on that character completely like me and just played another class instead.
Sure there is also the problem with wanting more race diversity in the game, but this naturally comes with people developing various unique builds anyways, which is finally possible after the buff to stamina builds.
In terms of being able to change cosmetic looks etc., I only suggest it if this race change system is put in place also, which would make sense as well if combined together that's all, since each race has different cosmetic presets (e.g. certain eye/hair colours are specific for each race etc.)
I hope that you will take this into consideration and pass this idea on to the developers. Of course, this would by no means a short term thing that could be accomplished in the near future and is quite a far-fetched idea , but I'm sure would be gladly received by the community as a whole, and would make a lot of sense for this game, given that it emphasizes so much on customization of a unique and individual character.
