are damage increases from champion system working correctly? (seems to be a tooltip error)

I just invested a point into "thaumaturge", which was supposed to increase my "magick" damage by 1%.
When I checked the tooltip damage of "crystal fragment, it increases from 7512 to 7519. A 7 point increase is 0.1% in my book, not 1%.
Now, I was not smart enough to check the actual damage done against a mob before investing my point - did anyone else check if those "increases X damage type by Y" passives are actually increasing the damage as much as they are supposed to?

My guess is it's increasing base damage, and that 7512 is boosted from other sources. It's the kind of thing I see in a lot of games.

I am sure that's the case - but I doubt I have only 10% of my damage as "base" damage.
i.E: I would not be surprised if a "1%" damage increase resulted only in a 0.7% effective increase - but 0.1% has me wondering...

but again: it might work perfectly fine on the actuall damage dealt and simply be a tooltip issue. unfortunatly I only compared the tooltip values

ok, checked this again with my next mage point:
While the tooltip of crystal fragments barely changed when I increases the "thaumaturge" star, the actuall damage done to mobs did increase by the expected 0.6%.

so, seems there is some sort of tooltip problem going on here, but the damage stars are working just fine for their purpose
