So who really leads the Bosmer: the Silvenar and the Green Lady, or King Camoran?

I'm confused. Who's considered the overall leader of the Bosmer people?

    Why does there have to be one overall leader? The king is the head of state, the Silvenar and the Green Lady are the spiritual leaders. Many countries with a strongly religious foundation have the same arrangement. Sometimes all the real power sits with the religious leaders, but not always.

    Yeah, they don't have one overall leader per se. They have 3 leaders with different responsibilities and areas of influence. It's a bit like a country that has both a president and a prime minister. Different responsibilities.

    Why does there have to be one overall leader?

    Because each of the other factions has one clear leader representing their respective faction in the Aldmeri Dominion: Ayrenn for the high elves and the Mane for the khajiit. for ther bosmer it's not as clear who represents them overall in the alliance, so thats why i was confused.

    Yes, you are correct, but the fact is that all three are representatives for the Bosmer people.
    The Camoran Dynasty is one of the oldest dynasties in Tamriel, Founded by King Eplear Camoran who declared the start of the first era after unifing Valenwood as a Kingdom. The Camorans remained in power for centuries afterwards, even resisting the aggressive expansion of the Alessian Empire, until Valenwood was conquered by the Second Empire in 1E 2714 following years of unrelenting warfare and the devastation of the Thrassian Plague. The Camoran Dynasty survived, but the Empire broke its influence by granting independence to Valenwood's lesser nobles. So you see Valenwood was always under the rule of the Camoran Family.
    The Silvenar is a reincarnated soul that is re-born every generation, he (sometimes she) is the spiritual leader for the Bosmer, also called the "Voice of the People". He feels the will of the Bosmer, specifically the lower classes, and the Bosmer feel his, the Silvenar will act accordingly based on the will of his people.
    The Green Lady ( a new addition by ZOS) is also a spiritual leader and a reincarnated soul that is re-born every generation, she is the wife of the Silvenar ( not sure of she can be reborn as male though), and a force of nature. She can also share her strength with her people.
    So you see all three leaders play a vital role in Bosmeri society, and all of them represent the Bosmeri people in the Aldmeri Dominion.
    Hope this answers your question. I also have a question for ZOS team, is the Green Lady always female, or is it possible she can be reincarnated as male, a Green Lord maybe?

    The Silvenar is the most important one, at least according to Mannimarco.
    In the "Shadow of Sancre Tor" quest, he assembles projections of all the leaders of Tamriel to make them bow before him and the Silvenar is the representative of the Bosmer.

    Literally translates this would be the two-sword-theory or dualistic principle of church and state, first introduced by pope gelasius I
    It means the pope and king both have their own realms to rule, where the king protects the people and church from bandits and other dangers and the pope maintains his connection with god or gods in eso case :)
