Is Millenith in Vulkhel Guard removed?

I have looked and looked for her, but can't find her anywhere

I want to start quest for crafting certification, but not possible when I can't find her. Is she moved or is there another way to be certified now? I have relogged 2 times already, but that doesn't work.

What level are you? I know that they put a minimum level on the crafting certification quests with 1.6:

I'm lvl 3. I usually start with those quests first of all

Yup, that'll be the reason why. You have to be level 6 now to get certification and do writs. I'm not really sure what the reasoning was for this change, as it always seemed to me like a good thing to do right out of the tutorial (as it is itself a tutorial in how to use crafting skills), but that'll be why you can't find her. If you go and do the starter islands, by the time you've completed the quests there you should be level 7 or 8 and able to do your crafting certification.
