Since there will be a max limit on how high you can stack your damage and stats, racials will be completely defining in this matter and an Imperial will be able to reach at least 3-5K+ more resources than any race without a resource bonus. Which is equal to an additional 300-500 damage, in other words, an absolute game changer.

Races without at least a 10% increase to a primary resource (stamina/magicka) are at a severe disadvantage for sure. Eventually people will be walking around with 50k stamina/magicka and 10% more of that is just ridiculous when compared to other racial passives. Imperial is indeed one of the best races because of their 12% health to go a long with their 10% stamina, but if you were mainly focused on endgame stamina PVE dps, I think redguard would come out on top. It really depends how future content goes and what the minimum HP threshold will be for group content, but I feel redguard is the slightly better option unless you want to PVP.

No one is gonna kick you from the group/raid because of your race. Every race is acceptable in any roll. If you are hovering around 40-50% crit rating, what that 6% weapon crit translates to is around 3% additional DPS. Not the best but it could be worse.
