Const_A=1000 dps
COnst_B=10%

Let's imagine skill do 1000 dps.(Const_A) and passive COnst_B=10% both for decrease and increase
So math.
1000+10%=1100 (adds 100)
1100-10%=990 (decrease 110)

reduce>> increase ? or there is some others formula?

    This is right on, actually. It just seems a bit counterintuitive.

    It's still a DPS increase as it's more damage than would be present with the reduction only.

    Basically:
    1000 - 10%=900 (decrease 100)
    900+10%=990 (increase 90)

    I suspect what is throwing you off is the fact that the final damage is less than the damage with no modifiers.

    Bear in mind, though, the damage is actually still 90 (10%) higher than it would be with reduction alone, or 110 lower than it would be with DPS increase alone.
    Just because you don't like the way something is doesn't necessarily make it wrong...

    Don't forget that more CP equals more magicka which equals more damage in addition to something like the staff passives increasing the damage of your destro staff as well.

    Yes. At max level, 25% increase + 25% reduction will yield damage ~ 94% of the original value.

    (1.25 * .75) = .9375

    Dont have PTS downloaded anymore (had to wipe my system) but when I tested the increased damage it was not by the listed value based on damage done.

    IE: Deal 10,000 shock damage and having the champion passive to Increases your Flame, Frost and Shock Damage by [25]% will not mean the damage is increased to 12,500 shock damage.

    I tested this on Mages Wraith as well as Overload. I only did a cursory test and not a in depth test so to figure out the actual value more testing will need to be done. I expect the 25% is actually a 25% increase to spell damage not actual damage. This equates to a much smaller actual damage increase.
