XP boost working only up to V14

So.
On forums there is alot of talk how it is possible to reach 30% XP boost and how it is leaning towards Pay To Win.
I think there is a simple solution to both keeping XP boost and not allowing those who spend cash gain a huge champion point advantage:

Disable XP boosting effects once you reach veteran level 14.

Well ZOS wants and needs money.

    It's a company after all.

Would you think it's better when ... you would need to pay 50 Crowns every time you enter a vet dungeon or trial?
or one free hour of cyrodiil each day, and paying for every other hour 50 Crowns?

This could work... just like a lot of other stuff...

    An option to consider.

Seems like I remember there being talk of xp potions being purchased with gold as an alternative to crowns. Is that still a thing or did I imagine it all.

ZoS is not going to get my money by selling stupid hats. Potions that give more CP? Sure, that ought to get me open my wallet. And xp pots will not give only 10% that is a sub perk. One time use, limited effect time potion will give a whole lot more. Like 50%

Zos will never do it, what reason would VR14 players have to spend money on sub & potions if there is no XP boost towards CP? :)

In the long term, I want tons of new content. Spellcrafting, Housing, Dungeons, Overland Areas... I want to explore all of Tamriel. Something has to pay for that. Horse armor and Team Fortress hats won't suffice.

Perhaps drop the "30%" figure. It's an illusion. If you remain a subscriber, the potential advantage is 20%. Moreover, who the heck duos with the same person 100% of the time? Almost nobody. So stop worrying about the 2% of the population maxxing out their Pledge of Mara. The fact is, some people will be advancing 10% faster than you, and that's if you spend none of your free crowns on pots. Big effing deal.

If anything, I am shocked at how small the cash shop buffs are. 10% bonus pots? Other game -- good games -- offer much more powerful versions, and they thrive. In fact, I'm not sure 10% is enough to get people to buy them.

Anything that prevents P2W from happening in this game.

If there are craftable XP boost potions that are slightly better than Crown Store ones, I'd be fine with that too.

As long as I'm not forced to spend 200$/month in XP boosters & play 16 hours a day in order to stay competitive.

As long as the 10% from Eso Plus is still valid regardless of Level then I'd be fine with this, otherwise there's no point in subbing for many people. The Rings of Mara were always only supposed to be a leveling help anyway so that would seem wise to stop them once the Character is VR14. I can't remember where you get the other 15% from.
