First off ill like to start off saying I am PvP orientated and my suggestions steam mostly from this while keeping in mind the PvE aspect. I have one of each class but prefer Sorcerer.

Class: Sorcerer

Dark Magic:
Negate: This has seen a drastic nerf, and while I agree it was to powerful I think it was nerfed to hard. Could use a small buff.

Crystal Blast (Crystal Shard Morph): Make this cost and scale with Stamina. (lol i know but had to ask)

Defensive Rune (Rune Prison Morph): Make this cost and scale with Stamina and add a small amount of damage when stun ends (or is broken out of).

Daedra Mines: Make one of the morphs scale and cost stamina. Would be nice if they stopped chargers also.

Daedric Summing:
Daedra Curse: Add extra pet damage to the base ability.
Daedra Prey: Remove extra pet damage and replace it with extra physical damage done by caster to target while under the curse. Make it scale and cost stamina.
The other morph. Make the extra pet damage duration stay the same as Daedra Curse. Still activates much sooner.

Bound Armor: Add Minor Ward to the base ability.
Bound Aegis: Add a new effect for spell casters.

Storm Calling: Reduce Magicka cost of all abilities by 10% to make up the lost passive.

Overload and its morphs: Allow weapon abilities to be used. Currently this Ultimate is pretty worthless to Stamina based characters as they cant use their weapons.

Critical Surge: Not sure.

Expert Mage: Let is add weapon damage in addition to spell power. Increase it to 3% instead of 2%.

Other then the above changes fix some of the bugs which I also think are effecting sorcerer. Primary let Crystal Frag proc when using Bolt.

    Negate : undo the nerf and make it as it was, not like people (read DKs) can't drop a standard every 10 seconds anymore with the "ult gain" changes, since they made block gain ult again

    Crystal Blast : don't care for it, the aoe dmg (and probably radius) is useless (in pvp anyway)

    Defensive rune : tho it seems nice at first, not worth unslotting anything else for it, so again don't care for it

    Daedric mines : very situational, pvp standpoint only for smallscale / dueling, then again not rly that appealing for me

    Daedric curse : why pets again? the pet tooltip dmg is not that great to start with, in pvp no ones going to stand around for a clann fear to hit you, also undo blockable part, its a curse ...

    don't care for the stam morph, the other morph why pets again

    bound armor: make it actually scale instead of keeping the same value as on live atm

    overload & morphs : so you wanna crit charge / invasion / uppercut with your fists? seems legit

    Crit surge : remove the cooldown pls, and actually split it up decently between stam & magicka, not one weapon & other weapon+ spell, split it & incr the amount maybe

    Expert mage : let it add weapon dmg? ontop of all the medium armor buffs ? lel
    increase this to 3%-4% and add the cost reduction back, not like other classes don't have OP passives (DK ? battle roar????).

    Lightning splash : make it single target aoe ? or add a stun to it, removed first hit dmg increase for radius & more time ??? tafak? 734 dmg / 0.5s for 10s in a 6m aoe radius, that you can sidestep out of .... wut ??

    Remove it, add a lightning strike spell, morphs : chain lightning (3-6 targets? slight SLIGHT dmg reduction maybe) / other morph stay single target but up the dmg maybe

    Encase : who honestly uses this outside of lvling / questing ? if aoe root is needed im sure 99.9999999999999% of all DKs that are in all grps anyway have talons on a bar .... remove this skill, add a add a dmg / heal debuff or just a heal debuff with a snare ... make it actually in line with "dark magic"

    Rune prison : remove it, add something usefull

    Dark Exchange : 1.6.3 one morph at rank 4 is now a toggle caus we LOVE TOGGLES

    someone mentioned wall of elements stack now ? didn't they change that in 1.6? also 350 dmg / 0.5s for 3.5s ?? (on pts) wut ?

    Weakness of elements : who has used this after the magicka gain nerf ?

    Miss the days of Morrowind and Oblivion, when Sorcerer was a mix of Intelligence and Endurance, and got bonuses to things like Conjuration, Destruction, Restoration, Heavy Armour, Bow and Short Blade.

    To be fair when looking at the Sorc class skills it's obvious they took lots of inspiration from previous games in the series.

    Conjuration = Unstable Familiar, Summon Winged Twilight, Summon Storm Atronach, Bound Armor.

    Mysticism = Negate Magic

    Alteration = Conjured Ward, Encase, Rune Prison, Daedric Mines

    Destruction = The entire Storm calling tree, Daedric Curse

    Crystal Shard could be either Alteration(knockdown) or Destruction(damage). Dark Exchange could be seen as a Mysticism spell.

    Same could be said for many of the Nightblade class skills too.

    The other two classes didn't exist under their own ESO names in lore.
