Cost reductions from CP points added directly to old reductions?

Do all the reductions in 1.6 get summed up like in 1.5? If you got 10% + 10% reduction from clothes/passives = 80% cost. If you take 10% cost reduction top of that from CP, it will be 70% or 72%?

Wondering about spell costs and blocking costs.

they all should be taken off basic cost.
3x 10% off each should be 70% of base.
